Stuart Walthall
Stuart Walthall has been a resident of Locke since 1983 and a regular visitor since the early 1970s, when Locke still had a thriving Chinese American community.
For more than ten years, he has served as Chair of the Locke Foundation, leading various events and committees, contributing to the Foundation newsletter, and maintaining the Chinese demonstration garden.
As a professional musician for more than 50 years, Stuart has taught guitar and piano, performed and recorded music, produced musical theater productions, and composed scores for film and video.

Clarence Chu
Clarence Chu serves as Vice Chair of the Locke Foundation. A longtime investor and business owner in Locke, he has witnessed many changes in the town since arriving in 1976.
His advocacy for the community helped establish a partnership with the Sacramento Housing and Redevelopment Agency, making it possible for residents to purchase the land on which they lived. In 2017, he received the Founders Award from the Chinese American Council of Sacramento in recognition of his lifelong commitment to the town of Locke.
Vice Chair
Douglas Hsia immigrated to the United States from Hong Kong in the 1970s. After earning a degree in Business Administration from the University of Southern California and obtaining U.S. citizenship, he pursued business opportunities in Asia during China's era of economic reform.
Upon returning to the United States, Douglas found his calling in Locke, a historic town founded by Chinese Americans that has endured numerous challenges throughout its history. Inspired by the resilience and legacy of the community, he has dedicated himself to preserving the town's heritage and cultural identity for future generations.

Eileen Leung, an American-born Chinese from Hawaii, serves as Treasurer of the Locke Foundation. She is co-editor of the Locke Foundation newsletter alongside Stuart Walthall.
As an experienced event planner and fundraiser, Eileen chaired the Locke Foundation's 2015 Centennial Celebration and produced its commemorative memorial book. As President of the Chinese New Year Celebration Association (CNYCA), she also chaired the 2018 Chinese New Year Celebration Gala in Sacramento.

DirectorDarrel Woo
Darrel Woo is a retired attorney with the California Department of Insurance and serves on the boards of both the Locke Foundation and the Locke Management Association.
He previously served on the Sacramento City Unified School District Board of Education. In 2009, Darrel became the first male president of My Sister's House, a nonprofit organization dedicated to supporting women and children affected by domestic violence.
DirectorBorn and raised in Locke, Dustin Marr represents a direct connection to the town's historic legacy. His family owned the Yuen Chong Market on Main Street, which served communities throughout the Sacramento–San Joaquin Delta.
Representing commercial property owners, Dustin remains deeply committed to preserving and sustaining Locke for future generations.

Honey Lum was born and raised in Sacramento and currently serves as a manager with the California Department of Housing and Community Development.
Her extensive record of community service includes serving as former President of the Asian Pacific State Employees Association, current President of the Chinese American Council of Sacramento, and a member of the Board of Directors for APAPA.

James Xiao is a San Francisco native and the son of immigrants from Shanghai. He earned a Bachelor of Arts in English from the University of California, Davis, and a Master of Fine Arts in Creative Writing from Purdue University.
He brings more than twenty years of experience in education and nonprofit management, with expertise in training, communications, and organizational change management.
James currently serves as Sacramento Office Manager for the 1882 Foundation. As a Director of the Locke Foundation, he oversees the Volunteer and Internship Program.

Jason Lundberg
Jason Lundberg graduated from The Evergreen State College with a focus in anthropology and has worked as an English teacher for more than twenty years.
He serves on the Locke Foundation Board and the Museum Management Committee and leads the effort to catalog artifacts across Locke's museums.

Mark Miller
Mark Miller grew up in Sacramento and continues to reside there. He graduated from Hiram Johnson High School and earned an Associate of Science degree in Electronics from Sacramento City College. He later attended California State University, Sacramento, where he earned a Master of Arts degree in Anthropology.
Mark is a retired Senior Non-Commissioned Officer in the United States Air Force. Since 2006, he has worked for California State Parks, creating numerous interpretive exhibits and informational panels for parks throughout California. He began volunteering with the Locke Foundation during the same period. Currently, he leads the Locke Foundation Oral History Project and the Scholarship Program

Brendan Wong
Brendan Wong is pursuing a Bachelor of Science in Computer Science at California State University, Sacramento.
As a graduate of the Locke Foundation Internship Program in 2025, he is responsible for designing and managing the Locke Foundation website. Brendan has experience developing software applications used by real-world audiences and continues to expand his expertise in artificial intelligence and software engineering.

Millie Dong is an undergraduate student at the University of California, Berkeley, studying Economics, Political Science, and Data Science.
As a former Locke Foundation intern, she currently serves as the Foundation's Social Media Manager. Millie is passionate about public service and data analytics and has focused her academic and extracurricular pursuits on public policy.
Social Media ManagerMillie Dong
Darwin Kan is a third-generation Chinese American who was born and raised in Locke. Lili Kan is a first-generation Taiwanese American with a background in cultural anthropology.
Since 2022, they have served together as docents for the Locke Foundation's private tours. Darwin, also known as Dee or Deedee, was among the last generation of children born in Locke during the 1950s. He is the grandson of Lee Bing (Bo-ying) and the son of Ping Lee and Grace Lee.
Darwin and Lili continue to reside in Walnut Grove, where Lee Bing first arrived in the late nineteenth century.
Historian Irvin Lai (1927–2010) once described his experience growing up in Locke with three words: "poverty, segregation, and discrimination." Inspired by that history, Darwin and Lili are dedicated to preserving and sharing the stories of Locke and its residents.
Their combined fluency in English, Mandarin, and Zhongshan Cantonese creates meaningful opportunities to connect with museum visitors and share the town's rich cultural heritage. Through education, storytelling, and preservation, they seek to honor the experiences of past generations while ensuring that Locke's history remains accessible to future audiences.
